The European Union has gradually developed a comprehensive regulatory framework, known as the “acquis communautaire”. This body of legislation is the logical consequence of increasing economic integration, in particular the completion of the internal market and the continuing evolution of Union policies. However, it has become clear that the efficient implementation of the Union’s objectives depends to a considerable extent on the quality of the specific regulatory environment.
The objective of Union policy in the context of better regulation is therefore to improve the quality and the form of regulations in order to achieve the following goals in accordance with the EU principles of proportionality and subsidiarity:
The aim of improving EU regulations is to make Community law clearer, more comprehensible and more user-friendly and hence also to improve the business environment, in order to boost the competitiveness of European industry in line with the strategy for growth and jobs.
