The Copenhagen European Council in December 2002 seized the momentum of the successful completion of the accession negotiations and added a declaration (“The enlarged Union and its neighbours”) to its conclusions. The Heads of State and Government saw in this the historical opportunity, in light of the agreed enlargement, to inject fresh impetus into their relations with the other neighbouring countries.
