The preparatory work for the Vienna Summit began at the end of 2004 in the context of the EU-LAC XV bi-regional meeting at senior official level (SOM). At the XVI SOM meeting in the spring of 2005 there was agreement on the organizational aspects, as well as on the working calendar for the preparatory work until the Summit. Simultaneously it was decided to establish an informal bi-regional Working Group in Brussels with the task of discussing the topics of the Vienna Summit.
The agenda of the Summit was agreed at the XVII SOM Meeting in November 2005:
At the XVIII SOM in Vienna on February 9th the EU side presented a draft for the Final Declaration of the EU-LAC Summit to the LAC-side. This draft was negotiated at the XIX and XX SOM immediately before the Summit in Vienna.
