Mr. Chairman,
I have the honour to speak on behalf of the European Union. The Acceding Countries Bulgaria and Romania, the Candidate Countries Croatia*, and the Former Yugoslav Republic of Macedonia*, the Countries of the Stabilisation and Association Process and potential candidates Albania, Bosnia and Herzegovina, Serbia and Montenegro, as well as Ukraine and the Republic of Moldova align themselves with this declaration.
We would like to thank Sir David Veness, USG and his staff for the latest update about his department and the projects that are now proposed. Indeed, we were discussing his interim progress report last year, but since then things have moved forward. Before us is now also the issue of the Standardized Access Control. We will focus on this newest issue, as the other report is gradually overtaken by the further establishment of DSS.
The main message for the immediate future, is that all duty stations should be brought on the same base-line security level. The proposed action in Phase-I deals with this. Those that request most attention at this stage are Nairobi, Addis and Santiago. We believe we must act swiftly to this request, enabling a speedy - and equal - secured environment for all staff.
The project proposal of Standardized Access further elaborates on the legitimate concerns of privacy, while ensuring access without delays. Also, we learnt that a well-defined repartition of tasks, management and accountability would guide this completion project.
As regards the proposed Phase-II, the EU can agree to a study phase but does not want to commit itself to a globally integrated project at this stage. In this regard we took note of the fact that a decision is only requested at the 61st session.
Mr. Chairman,
The EU has not forgotten its request for a better cooperation by all non-secretariat parties in the HLCM, for sensitive issues like the cost-sharing or the Malicious Act Insurance. We reiterate the necessity of having representatives on board for a common debate in this regard.
