Enlargement of the European Union also demands a deepening, Erwin Pröll, the Governor of Lower Austria, stressed in his closing statement as chair of the first, approximately three-hour session on "Citizen-based policies: The contribution of the regions and local authorities" at the subsidiarity conference in St. Pölten. Pröll believes we have reached a turning point in Europe's development, that it is time to stop and ask the question: "Where do we want to go from here, or where must we go in order to make a success of Europe?"
He said it was important to review constantly our dealings with one another and to find a way that does not ask too much of anybody and where nobody is favoured or put at a disadvantage. In addition, the individual citizen must be able to have a say.
For Pröll, Europe’s continuing development will to a very large extent be carried forward on the basis of its specific characteristics (different languages, minorities, religions, etc.) and a strengthening of the small unit. “The small, manageable unit also lends vitality to the larger Europe”.
