The Comprehensive Nuclear-Test-Ban Treaty (CTBT) was concluded in 1996, but it has still not entered into force. The Preparatory Commission of the Organisation, with its Provisional Technical Secretariat headed by Executive Secretary Tibor Tóth since summer 2005, has been active in Vienna since 1997.
The task of the Preparatory Commission is, in particular, to establish the International Monitoring System, which is to monitor compliance with the treaty after it enters into force. To this end, a global network of monitoring stations will be built to detect nuclear explosions, wherever they occur in the world. The Preliminary Commission consists of a plenary body, to which all signatory states belong, and the Provisional Technical Secretariat (PTS). States become members of the Commission by signing the treaty. The member states monitor the work of the Preparatory Commission and finance its activities.
