The European Council consists of the Heads of State or Government of all the EU Member States, the President of the European Council and the President of the European Commission. The European Council's main responsibility is to provide the Union with the necessary impetus for its development and to define its general political direction and priorities. The Constitution creates the new function of President of the European Council. The President is elected for a term of two and a half years.
