STATEMENT ON BEHALF OF THE EUROPEAN UNION by the Austrian Government (Ms Iris Dembsher, Federal Ministry of Economics and Labour); WORKING PARTY ON THE SOCIAL DIMENSION OF GLOBALISATION (item 2)

 

Chair,

I have the honor to speak on behalf of the European Union.

The Acceding Countries Bulgaria and Romania, the Candidate Countries Turkey, Croatia* and the former Yugoslav Republic of Macedonia*, the Countries of the Stabilisation and Association Process and potential candidates Albania, Bosnia and Herzegovina, Serbia and Montenegro, and the EFTA country Norway, member of the European Economic Area, as well as Ukraine and the Republic of Moldova align themselves with this declaration.

With regard to the ILO Forum on Decent Work for a Fair Globalization, we thank for the elaborated document and welcome the chosen title. This forum should further develop on the work of the Working Party on the Social Dimension of Globalization and the World Commission Report on the Social Dimension and of course the Decent Work Agenda. We are pleased to find our suggestions for parallel sessions, interactive debate and high level participation reflected. We reiterate, that the Forum should not be the end of the process but part of a continuous dialogue aimed at promoting a coherent approach to the subject and produce practical suggestions for action. We would opt again for the shorter version, that means the two days event. This would allow to cover three issues at most.

We note that since November it has become clear that the ILO will play a major role in the forthcoming ECOSOC High Level Segment, the theme of which will be " Creating an environment at the national and international level conducive to generating full and productive employment and decent work for all, and its impact on sustainable development".  We are of the view that in the interest of coherence and to avoid duplication there should be a synergy between the outcomes of ECOSOC's discussions and the theme chosen for the forum and suggest to take the final decision on the subject areas in November.

Concerning possible participation, we support the suggestion for a gathering of about 200 - 300 participants but we would not want to see any interested Governments being excluded.  We look to the Office for advice on how they intend to reconcile possible demand with the accommodation and financial constraints set out in the document.

Additionally, we welcome the PFACs and MNEs subgroup recommendations, last week, to convene in late 2007 an "International Forum on the occasion of the 30th Anniversary of the Tripartite Declaration of Principle concerning Multinational Enterprises and Social Policy". We hope that this forum will enable the ILO to correspond to World Commission’s recommendations in regard to CSR and to expand its efforts in the field of corporate social responsibility.
