Item 6 (Thematic analysis: discussion on and analysis of the issue of racism and globalization)
Mr Chairperson,
I have the honour to take the floor on behalf of the European Union.
The Acceding Countries Bulgaria and Romania, the Candidate Countries Turkey, Croatia and the former Yugoslav Republic of Macedonia*, the Countries of the Stabilisation and Association Process and potential candidates Albania, Bosnia and Herzegovina, Serbia and Montenegro, as well as Ukraine and the Republic of Moldova align themselves with this declaration.
The Durban Declaration and Programme of Action rightly noted that globalisation is ‘a powerful and dynamic force’ which presents both challenges and opportunities in the fight against racism, racial discrimination, xenophobia and related intolerance.
The Durban Programme of Action called upon States to harness the power of globalisation to increase cultural understanding and to promote dialogue and tolerance, including through the use of new media technologies as well as through the range of cultural interactions made possible by globalisation. The European Union believes that greater cultural interactions and understanding can make a significant contribution to tackling racism, racial discrimination and xenophobia.
The European Union also believes that the process of globalisation can significantly empower individuals in the fight against racism. Though the enhanced role of civil society, made possible by globalisation, individuals and groups are increasingly able to mobilise support in defence of their rights and against racism and racial discrimination. This in turn requires governments to adopt responsive and transparent systems of governance which contribute to tackling all human rights violations, including those caused by racism and racial discrimination.
Mr Chairperson,
The Durban Programme of Action also calls upon States to tackle the negative effects of globalisation where they occur. While globalisation offers great opportunities, too many people do not enjoy its benefits. The European Union is deeply committed to tackling poverty, social exclusion and economic disparities – which are too often caused by or perpetuate racism and racial discrimination.
The European Union calls on all States, civil society groups and other relevant actors to harness the power of globalisation to build greater levels of understanding and to empower individuals and groups to help fight against the scourge of racism. At the same time, we continue to commit ourselves to tackling the negative consequences of globalisation where they occur, including where they create and exacerbate racism and racial discrimination.
