Working Group on the Draft Declaration on the Rights of Indigenous Peoples

Closing statement by the Representative of Austria, Mr Alexander Wojda, First Secretary, on behalf of the European Union

Check against delivery

Mr. Chairman,

I am speaking on behalf of European Union and the acceding countries Bulgaria and Romania.

At the outset, the EU wishes to pay tribute to you, Mr. Chairman. Over the past years you have steered our sometimes difficult but always important discussions in a remarkably able manner. We have a great admiration for your dedication and your unceasing efforts to identify a compromise which is acceptable to everyone.

The EU very much appreciates the constructive atmosphere that has characterised the last session of this working group and enabled you to steer us expertly forward on the key issues of self-determination and land and resources. States and indigenous peoples’ representatives have come to this session with a clear readiness to finalise our work, identify solutions and make constructive and concrete proposals. We welcome the particular efforts of the indigenous caucus and states in coordinating positions in order to facilitate our work, and would like to emphasise the importance of the informal consultations presided over by Norway as well as the contribution of other consultation efforts.

The EU made it clear in its statement on 16 December of last year that the EU would participate in the last part of this session on the understanding that our common goal had to be to finalise our work on the draft declaration. Although we were not able to reach consensus on all articles, we believe that the crucial elements to provide solutions on the outstanding issues have become increasingly clear in the course of this week.

Mr. Chairman, we have the fullest confidence that you will provide the Commission on Human Rights with a text which will allow us to move to the adoption of a good and strong declaration of which we all can be proud.
